Special Town Meeting Summary: Articles 1 through 6

Tewksbury – Special Town Meeting was called to order tonight, May 6th, 2026, at 7 pm, respectively, at the Tewksbury Memorial High School. Dustin Weir moderated the evening.

Special Town Meeting

ARTICLE 1 Executive Summary: This article transfers funds from accounts with a projected surplus to accounts with a projected deficit or to accounts to allow for the purchase of needed items or services.

Article 1 was adopted unanimously.

ARTICLE 2 Executive Summary: This article funds non-union salaries and adjusts the Town’s Personnel Bylaw wage and compensation schedule.

Town Manager Curran noted that the original salary range in the first line labeled “From” in Addendum A is different than the table in the warrant and has been identified as a scrivener’s error.

Amendment Adopted: The Finance Committee made a motion to amend the article, in which the FY26 Pay Plan would not apply to the Assistant Town Manager position. This was adopted in a 59 – 12 vote.

An Anonymous vote was held. With a vote of 34 in favor and 55 against, Article 2 was defeated.

ARTICLE 3 Executive Summary: This article utilizes Free Cash certified as of July 1, 2024, to fund Department of Public Works – Snow and Ice due to the amount of snow and ice events during the winter which exceeded the amount budgeted.

Article 3 was adopted unanimously.

ARTICLE 4 Executive Summary: According to Massachusetts General Laws Chapter 44 § 64, bills that are late must be approved by Town Meeting before payment. This article authorizes the charges to be paid.

Article 4 needed a 9/10ths vote to pass. It was adopted unanimously.

ARTICLE 5 Executive Summary: This article utilizes funds from Sewer Retained Earnings to fund an unanticipated increase to the Lowell Sewer System Assessment.

Article 5 was adopted unanimously.

ARTICLE 6 Executive Summary: This article utilizes funds from the PFAS Settlement to replace turnout gear and provide one time cancer screening for the Fire Department.

Article 6 was adopted unanimously.
