The Planning Board discusses the upcoming Fall-O-Ween town event and the Battery Storage Project Public Hearing.
Vice Chair Vincent Fratalia called the board to order on Monday, October 6th. All board members, with the exception of Chair Stephen Johnson, were in attendance.
It was noted that the applicants for the following projects had requested continuances to the October and November meetings:
- 485 Main Street – Eugenie Sahyouni: Site Plan Review (continued from 9/8)
- Applicant requested continuation to 10/20/2025
- 15 & 41 Astle Street – David Plunkett on behalf of BLJB Holdings, LLC: Site Plan
Review, Special Permit, Land Disturbance Permit (continued from 9/8)- Applicant requested continuation to 11/17/2025
A motion was passed to approve the meeting minutes from the September 22nd, 2025 meeting.
In her Town Planner’s report, Community/Economic Development Planner Alexandra Lowder noted at the upcoming October 20th meeting, two new filings will be reviewed: a Family Suite Special Permit at 905 South Street and a Sign Special Permit at 6 Executive Place. Continued applications from previous meetings will also be heard.
Additionally, the Finance Committee requested that the Planning Board formally vote to support transferring land disturbance permit authority to the Conservation Commission. This proposal, previously discussed and generally supported at the July 14th meeting, was brought up again for questions and a possible vote before the October Special Town Meeting.
Fratalia commented, “I had no issues back then. Have no issues now.” Lowder added the proposal was regarding Article 13, related to the stormwater and erosion control management bylaw.
A motion was made and passed unanimously.
Lowder continued, featuring Tewksbury’s second annual Fall-O-Ween Celebration on Sunday, October 19th, from 1:00 to 4:00 PM. This free, family-friendly event promises an afternoon of festive fun across the town center. Activities will include pumpkin decorating, face painting, trunk-or-treat, and other seasonal favorites. While admission is free, food trucks will be on-site with offerings available for purchase.

She also highlighted the final Tewksbury Summer Community Market and the Battery Storage Project Public Hearing, both held October 9th.
The public hearing regarding the proposed battery energy storage facility at 73 Hillman Street was held by the Energy Facility Siting Board. It can be virtually viewed here.

There was no Correspondence or Business to be discussed. A motion was approved to adjourn the meeting. The next Planning Board meeting will be held on October 20th, 2025.
