Tewksbury Housing Authority Updates: Budget and Project Progress

Pondview and Saunders Circle projects completed.

The most recent meeting of the Tewksbury Housing Authority was held on November 14th at the offices at Saunders Circle.

The proposed FY 2025 budget was presented to the board by Executive Director, Melissa Maniscalco and Rich Conlon, CPA with Marcum LLP. It was pointed out that the Authority is primarily dependent upon HUD and Massachusetts’ Executive Office of Housing and Livable Communities (EOHLC) for the funding of its federal and state programs; therefore, the Authority is affected more by the federal and state budgets than by local economic conditions. After discussion, the Authority approved the FY2025 budget which takes effect January 2025.

As of this meeting date, there is only one unit vacancy, a family unit that will have a complete rehab over the next few months.

The kitchen renovations on Pondview are at final completion and should be closed out before the end of the year. The new showers project at Saunders Circle is substantially complete and will have a walkthrough in the coming week. A new project will soon begin at Saunders Circle to upgrade the stairwells in all buildings. These upgrades will improve safety, functionality, aesthetics, and compliance with building codes.

Chairperson, Ryan Lloyd spoke about his recent conversations with the local Tewksbury State House delegation regarding help with the funding of three emergency generators. “These generators will be for three community rooms and support the emergency operations caused by extended power outages. Backup power provided by generators ensures lifelines remain functional and provide a level of comfort and a sense of security for our residents.”

The next meeting will be Thursday December 19th, 2025 at the Housing Authority offices on Saunders Circle.
