A new year means a new budget for the HA!
The Housing Authority met on Monday, Dec. 18, with a full quorum present.
The minutes of Nov. 13, 2023 were approved. Invoices for December were discussed and approved for payment.
Notices from the Executive Office of Housing and Livable Communities (formerly DHCD) were discussed. Notice 2023-20 addendum #1 extended the deadline for the RFI pre-qualification of accounting firms to Jan. 8, 2024. It is presumed there were not enough submissions. Local housing authorities must select a firm from the list for their audits, as required by the state.
Notice 2023-21 referenced State Housing Programs Insurance policies. The LHA deductibles will now be $9,000 per claim, and there are some reporting procedure changes.
Executive Director Melissa Maniscalco reported there will be a new resident on Carnation Drive before the end of the month. One other vacancy will be decided on as well by year end. The current budget was reviewed by members, and congratulations were extended to Maniscalco for keeping the Tewksbury Housing Authority on an even keel and well organized for the year 2023.
The 2024 budget was presented by Rich Conlon, CPA with Marcum LLP. There are many layers to any housing authority, and Conlon’s explanations were detailed and understandable. Maniscalco works with him year-round to prepare the necessary reports for State and Federal entities — and there are many. These detailed reports are vital to Tewksbury Housing Authority receiving grants and other revenues to maintain and upgrade the various units under the control of the HA. The board voted unanimously to accept this well-prepared budget for 2024.
The salary schedule for the director was discussed and approved. Capital improvements to housing units have been approved by the state. The executive director was in discussion with Mantis, energy supplier of electricity. A new, very good rate has been locked in for 2024.
